Our founders

A place shaped by a lived understanding of hope.

Three Pillars Living was created from a belief that stable housing, compassionate accountability, and a real chance to begin again should be within reach for people building recovery.

Delilah Milligan, RN, MSN, CRNP

Co-Founder & Executive Director

Delilah Milligan is a Maryland-born and raised nurse practitioner, primary care provider for our nation’s veterans, and co-founder and executive director of Three Pillars Living. Her work is grounded in a simple conviction: people in recovery deserve dignity, steadiness, and the opportunity to build an independent life.

Delilah’s commitment to recovery housing is both professional and personal. Growing up, she witnessed the effect addiction can have on a person and an entire family. That experience gave her a lasting respect for the courage recovery requires—and for the difference a safe, supportive home can make.

Today, she is working to build Three Pillars Living into a trusted recovery community where residents can find stability, accountability, hope, and the support to move toward lasting recovery and independence.

“Recovery is possible. Don’t give up on yourself. Take one day at a time, lean on the people who support you, and remember that your past does not define your future.”

Away from Three Pillars, Delilah enjoys time with her family, cheering on her children’s sports teams, listening to music, traveling, and continuing to learn personally and professionally.

Charles Turner-Cox, MBA, PMP

Co-Founder & Director of Operations

Charles Turner-Cox is a Maryland-based entrepreneur, business leader, youth football coach, and co-founder of Three Pillars Living. With an MBA, Project Management Professional certification, and extensive experience in operations, quality management, and organizational leadership, Charles brings structure, accountability, and a strong commitment to service to the organization.

Charles believes that people should not be permanently defined by the most difficult chapter of their lives. His commitment to Three Pillars Living is rooted in his faith, his dedication to strengthening the community, and his belief that lasting recovery is supported by a safe home, clear expectations, meaningful encouragement, and people who genuinely care.

At Three Pillars Living, Charles helps oversee daily operations, organizational policies, resident safety, community partnerships, and the systems that keep the home operating responsibly. His goal is to help build a trusted recovery community where residents are treated with dignity, held accountable with compassion, and given the stability they need to move toward independence and a renewed sense of purpose.

“Your past may be part of your story, but it does not have to determine your future. With faith, accountability, consistency, and the right support system, a new beginning is always possible.”

Outside of Three Pillars Living, Charles is a devoted father, entrepreneur, and football coach who is passionate about mentoring young athletes. He enjoys spending time with his family, developing future leaders, building businesses, and creating opportunities that positively impact his community.
